Dear Elector,

I write this letter to you as I complete 15 years of serving our Island as a Member of the States. I have felt honoured to have been entrusted with the responsibility of ensuring that our quality of life is protected and improved. Several electors and States Members have asked me to continue to serve our island because I have shown my ability to take on challenging tasks and because I have a commitment to hard work. Having considered their suggestion, I ask you to consider whether I have been an effective States Member and whether my policies are worthy of your support.

                      During the last 6 years I have served as the President of Employment and Social Security and then as Minister of Social Security. This has been a challenging portfolio as during that time I have been entrusted with the transformation of the benefit system. I took to the States the very detailed legislation which introduced the new Income Support system which has helped many people to receive a fair and equitable level of financial support. This has been a major step forward in ensuring that we are helping people appropriately and that available resources are now directed effectively. I was pleased to be able to increase the subsidy for GP prescriptions to ensure all prescriptions are now free.

                      My commitment to develop the Employment Legislation has put in place protection for workers. This was a major challenge, nevertheless I effectively took it forward to the States for approval. This has been balanced with the Employment Relations Law which ensures that both the employer and the employee have a structure to work within, to resolve differences. These employment legislation initiatives have secured a modern approach to fair employment practices for both employees and employers.  

                        I am pleased to have been able to continue with supporting pensioners by ensuring the pension increases have matched the earnings index which has exceeded the RPI over the same period.  Interestingly the UK Government want to be able to increase pensions in the same manner when they can afford it in the future. I am committed to protecting Jersey’s state pension.  I was also pleased to propose to the States the extra 28% increase in the winter fuel allowance to the most vulnerable in our community.

Some of my other States responsibilities include being a Commissioner for Jersey Overseas Aid, a States appointed Director of the Waterfront Enterprise Board and The Jersey Employment Trust which operate Acorn Enterprises and Oakfield Industries.

                      My voluntary work outside the States continues with Jersey Mencap and Les Amis Incorporated. Both of these charities support people with learning difficulties. I am also a Procureur for the Vingtaine de la Ville de St. Helier which carries out various improvement projects around the town.

                      Whilst having an extremely busy workload I have also been pleased to help individuals with personal issues and where possible have resolved problems for them.
